It is characterized by intense mood swings, rapid shifts in energy level and an impairment in the ability to carry out everyday tasks. Valerian

Valerian acts as a natural sedative and sleep enhancer and may help to alleviate feelings of anxiety and depression that typically occur in bipolar disorder. Be aware that it may cause feelings of sluggishness, especially if used in combination with other herbs for relaxation.
Lavender
Lavender is valued by herbalists and aromatherapists for its sedative, calming and relaxing effects. According to Meletis and Barker, lavender is traditionally used to treat restlessness, insomnia, depression and nervousness; inhaling the aroma of lavender may help to calm episodes of mania in bipolar disorder. You can use the whole herb or the essential oil to benefit from lavender's healing effects. Inhale the essential oil directly from the bottle or use a few drops in a warm bath or in an essential oil diffuser. Use 1 to 2 tsp. of the whole herb in a cup of boiling water to make a stress and anxiety-relieving tea. Be sure to allow the herb to steep for 10 minutes and strain before drinking.
Lemon Balm
Lemon balm is an herb that is not related to the lemon at all. It is a member of the mint family and has been used in traditional herbal medicine to relax and calm the mind and body for centuries. According to Meletis and Barker, lemon balm has sedative properties that can reduce alertness, so it may be an effective remedy for the sleeplessness and anxiety associated with bipolar disorder. You can purchase lemon balm in most drugstores in capsule form. You can also use dried lemon balm to make a sleep-inducing, relaxing tea. Use 1 tsp. of the dried herb in a cup of water. Allow to steep for 10 minutes, strain and enjoy.
