The National Playground Safety Institute oversees several softball programs throughout the U.S. The NSPI uses the rules of the Amateur Softball Association of America to run its fast-pitch program. These rules include the number of players that may be on the field, safety equipment that may be used and pitching standards.

Number of Players

Teams can play with 10 players in the field and also use 10 batters in the offensive lineup. The extra fielder is usually positioned in the outfield, allowing teams to play with four outfielders across. However, the extra fielder may be positioned anywhere in fair territory. Coaches may use a designated hitter to bat for any one of the fielders. The DH does not have to bat for the pitcher. The DH can bat for any fielder the coach designates. The coach is not compelled to use a designated hitter. All 10 fielders may bat if the coach chooses.

Pitching Motion

Pitchers may only step forward when they are delivering a pitch toward home plate. The pitcher can use the windmill motion, but she cannot step to either side as she delivers the ball because that is considered a deceptive motion. The pitcher cannot continue with her motion past a normal follow through once the pitch has been delivered. Continuing to go around with the arm after the pitch has been released is considered a deceptive pitch and is also illegal.

Safety Equipment

All batters and runners must wear batting helmets that cover both ears any time they are in the on-deck circle, the batter's box and on base. Protective shields on the batting helmet may be used but they are not required. All catchers must wear catcher's masks, chest protectors and shin guards. Throat protectors should be attached to the bottom run of the catcher's mask.
