The Transportation Security Administration sets the standards for traveling with formula. Although the TSA has very specific guidelines for how much of a liquid you may place in your carry-on luggage, along with how you must package that liquid, exemptions to the liquids rules exist for infant formula. The TSA does not require that you be traveling with an infant or child to transport formula, just that you adhere to its rules.
Quantity
The TSA encourages you to carry only as much formula as you need to reach your destination. Unlike other liquids, which are restricted to no more than 3 oz. containers permitted on the aircraft, you may bring as much formula, in sizes larger than 3 oz., as you need.
Storing
Infant formula should be stored separately, in your carry-on luggage, from other liquids, gels and aerosols that are required to be placed in zip-top bags. Infant formula may also be placed in your checked luggage.
Declaring
The TSA requires that you declare you have the infant formula in your carry-on luggage when you reach the initial security checkpoint. You must present the infant formula again when you reach the X-ray for screening.
