It's because higher intensity cardio burns more calories overall than less intense workouts that the amount of fat burned is technically still higher. The ACE notes that creating a calorie deficit is the primary factor in losing weight and body fat, regardless of the intensity of your cardio.
Considerations
It's important to adopt an exercise program that matches your fitness level and that you can stick with over time. The main objective when you're trying to lose fat is to burn extra calories so that your body is forced to tap into fat stores in order to supply your energy needs. If you counteract exercise by eating more, for example, you'll improve your cardiovascular health but you won't see any significant progress in fat loss.
