In that case, the socks should be stretchy enough to fit over the shin guards. Regulation socks should reach just below the knee to protect the whole lower leg area.

High-quality socks might come with a cushioned area under the toes and heel. This is to help protect skin but also to improve the internal cushioning of the shoe. It might also reduce soreness caused by the impact of the foot on the ground.
