Preheat oven to 350 degrees Fahrenheit. Wash turkey wings under cold water. Pat dry with paper towels. Place turkey wings in a large baking pan.

Cook and stir five minutes, or until light brown and bubbly. Slowly add stock or broth, whisking after each addition until all is incorporated and there are no visible lumps. Whisk in milk.
