Preheat oven to 350 degrees Fahrenheit. Wash turkey wings under cold water. Pat dry with paper towels. Place turkey wings in a large baking pan.
Combine softened butter, salt, pepper, garlic powder and poultry seasoning in a small bowl. Mix well. Distribute seasoned butter evenly over turkey wings. Massage butter mixture into turkey wings until thoroughly coated.
Bake wings in oven, about 45 minutes to one hour, or when turkey skin is brown and crispy. Check at 45 minutes. Remove from oven. Drain fat from pan. Set aside.
Melt butter in a large saucepan. Saute onions and celery in butter until tender, about five minutes. Add flour 1 tbsp. at a time, stirring to incorporate after each addition. Cook and stir five minutes, or until light brown and bubbly. Slowly add stock or broth, whisking after each addition until all is incorporated and there are no visible lumps. Whisk in milk.
Pour sauce over turkey wings and return to hot oven. Bake for one more hour at 350 degrees Fahrenheit, or until turkey legs are tender.
