i live in south texas.we also dont have much hilss.i do wind traing.use the wind.we get a good amount here.i travel to europe at least once a year.i have climbed most of the tour climbs.and that has been my traing.wind can be a great training tool.its usualy always there.it will make you suffer like nothing else.i also run, doing intervals has helped with weights at the local YMCA.it works for me.

Wind is your best bet, but is not exactly the same. Another option is a stationary with blocks under the fork/front tire to simulate the climbing position.

For overall speed, probably go to power training. That takes special equipment. Heart rate next best. I use the Chris Carmicheal training planning from "The Ultimate Ride" and "The Lance Armstrong Performance Program".

Speed is linked to how fast you turn the cranks. For road cycling you need to have a cadance between 90 - 100. Make sure you can maintain this speed and then start using higher gears. I've been doing mountain biking and am regularly reminding myself to gear down on the road bike.
