Make the rice. Set aside.
Slice scallions thinly, about one scallion per filet.
Slice ginger thinly.
Thoroughly rinse the salmon and pat dry. Put the salmon fillets on a plate. Drizzle soy sauce, salt and pepper over salmon. Sprinkle with scallions and ginger. Take one lemon, cut in half, slice thin strips and place on top of salmon. Squeeze the remaining one and a half lemons over the salmon. Cover with foil and place in refrigerator for a few minutes to marinate.
Place the salmon in a steamer over boiling water. Pour the extra marinade over top of the salmon in the steamer. Steam for 8-10 minutes. Around 8 minutes, place the greens over the salmon. Cover steamer and steam until done, about 5 minutes. Test the salmon for doneness by using a fork to pick the thickest part. (It should flake.)
Serve with rice on a plate. Makes 6 servings.
