I believe, but could be wrong, that this actually refers to the current version of this plate now being served by most Chili's as of January 2009 - which includes a slightly larger portion of veggies and NO black beans. This matches current nutrition info on Chili's web site as of 2/18/2009, which is undated. However, PDF Document Properties of that info shows it was dated in 1/14/2009 - so should match current version of the dish.

It did not include black beans- just the salmon and the steamed vegetables when I had this on 7/8/09. In my case, steamed veggies meant a serving of broccoli with carrot strips with a little parm cheese sprinkled in. The broccoli was tender.
The salmon was very good- a huge serving. If there had been black beans, I could have halved the salmon portion.
Overall, a very good healthy meal at a place where many of the choices are horrific.

tasts great, but it does not come with black beans only broccoli
