According to Milady's Standard: Fundamentals for Estheticians, the dawn of the bikini swimsuit in the 1980s made it popular for women to shorten the length of their pubic hair. Whether you want to trim your pubic hair to confidently wear a swimsuit or for another reason, you can safely trim your public hair in the comfort of your own home, though it does tend to be a lengthy and tedious process.

Unfold a sheet of newspaper and place it on the seat of a chair. Unfold a second sheet of newspaper and place it under the chair. This will make cleanup quick and easy after you are finished trimming your hair.
Sit in the chair with your knees apart. If you cannot look down and tilt your pelvis in such a way as to adequately see your pubic area, you may wish to sit in front of a mirror to ensure that you can see what you are doing and do not accidentally cut yourself.
Place the comb in your pubic hair on your mons pubis, which is the area of your vulva just over your pubic bone, and use the scissors to trim your pubic hair that is being held taught by the comb. According to the book Clinical Cosmetology, this is the safest way to trim hair because the comb is always between your scissors and your skin, thereby protecting you from accidentally cutting yourself.
Work your way down one side of your labia with the comb and scissors. Only trim hairs that appear externally for now. If you desire, you can trim other hairs that are found in crevices you cannot reach with your comb later. When this side of your labia has been sufficiently trimmed, trim the other side of your labia.
Trim any excess hairs that you have not been able to sufficiently trim by holding the hair between two fingers with one hand and trimming the hair with the other hand. Trim the hair over your fingers that are holding the hair so that you do not accidentally cut the sensitive skin of your pubic area.
Discard the newspaper from the chair and floor when you have finished trimming your pubic hair. Ensure that you wash the comb and scissors that you used to trim your pubic hair prior to future use.
